Jackson County, Mississippi

In 2000, Jackson County contracted James W. Sewall Company to convert existing tax parcel maps to ArcInfo digital format for use in the County’s GIS. To initiate the process, the County had scanned the maps, including 94,850 parcels in a 731-square-mile area. To comply with the Mississippi Tax Commission Rule 6, the County was reformatting the scans to a new sheet layout at three map scales (1"=400', 1"=200', 1"=100') and georeferencing them to existing digital orthophotography produced from 1994 aerial photography. To each parcel, County staff assigned a routing number that corresponded to a record within the County Assessor’s CAMA file (Bluewater).

To assist the County with this project, Sewall converted the parcel data to ArcInfo, utilizing lines of occupation shown on the orthophotography as an accurate base. During the conversion process, Sewall technicians maintained the shapes, sizes, and integrity of the existing lots and followed lines of occupation, ensuring a fit within agreed project tolerances. Sewall did not apply rubber-sheeting methods to achieve the fit. In an automated process, Sewall also linked existing Bluewater data sets with selected graphic objects.

Once the scanned imagery was fitted to the ortho/planimetric landbase, Sewall examined the corresponding existing hard copy parcel maps to identify and incorporate additional changes that the County has recorded only on these maps. This method ensures that the product encompasses all the data recorded on the County source material.

In the twelve-month timeframe, Sewall processed the data for County review in a succession of approximately nine batches. Following the processing of each batch, Sewall submited to the County a checkplot of each property map, accompanied by digital data and a tabular report, for review and acceptance.

 

At project closure, Sewall delivered topologically structured digital data sets in ArcInfo .e00 format and plotting macros used to create checkplots. The data sets store points, lines, and polygons, using the Mississippi State Plane Coordinate System and have attribute data and/or annotation associated with the graphics.
