Services for GASB 34 Compliance
In June 1999, the Government Accounting Standards Board (GASB)
unanimously approved Statement No. 34 requiring state and local
governments to report the value of their infrastructure assets,
including roads, bridges, water and sewer systems, drainage structures,
and lighting systems. Although GASB 34 allows some flexibility in
the accounting process, the mandate issues a challenge to government
entities to develop consistent, comprehensive methods of inventorying,
valuating, and reporting their assets. To meet mandate deadlines,
scheduled according to total annual revenues, governments are mobilizing
their compliance efforts now.
With over 100 years of service to local and state governments,
Sewall is prepared to assist government officials in developing
effective strategies for managing their infrastructure data to meet
compliance. Access to current information on the location, condition,
performance, and inspection history of infrastructure is essential
for reporting, cost analysis, and preventive maintenance. If this
information is linked to mapping in a geographic information system
(GIS), government users have a powerful tool for multiple, additional
functions across all departments.
Sewall is experienced in working with government officials through
every stage of GIS development, from needs assessment, landbase
development, and systems integration to systems implementation,
training, and maintenance. With specialized knowledge of utility
systems and infrastructure, our analysts compile, organize, and
integrate a broad range of existing map and tabular data, including
engineering drawings, infrastructure maps, feature attribute databases,
and inventory records. Automated in GIS, these data are instantly
available to users for querying, analysis, and reporting.
The GASB 34 mandate is a new imperative for governments to report
their assets and a new opportunity to develop GIS. To obtain more
