ACCURATE NEEDS ASSESSMENT
From Dennistown Plantation, Maine, to Mecklenburg County, North Carolina, Sewall's cartographers and GIS analysts have successfully guided governments in the process of converting hard-copy parcel data to various industry-standard digital formats. On projects ranging from 30 to over 250,000 parcels, Sewall assists government officials in determining the accuracy of existing tax maps, the accuracy required, and, when necessary, the most suitable method of capturing new data. Because methods of converting parcel data vary in accuracy and cost, Sewall explores all options with clients thoroughly so that their choice of system is informed.

FROM MANUAL TO DIGITAL
To test project specifications and methodologies, Sewall often suggests selecting a pilot area for prototype mapping. A prototype helps establish standards for consistent data handling and quality control throughout every phase of the data conversion process. In addition, a prototype identifies the challenges that officials will inevitably confront in the transition from a manual to digital environment, including managing a dual manual-digital system before automation is complete. Because conversion often necessitates a huge change in the structure of government administrative and technical systems, Sewall personnel use proven strategies to facilitate a smooth transition. During system implementation, Sewall conducts complete on-site training for users. Once data conversion is complete, Sewall is prepared to maintain conversion files at the client's request. Sewall currently updates the map systems of more than 100 municipalities in a digital environment.
